The biggest problem when 3 or 4 good people defending the same city is that once the outer housing or research is blown mayor cant be everywhere at once, or might get caught in a lagspikes. Having three mayors might help this. (Yes it is possible to make all ppl in a town mayor)

Depending on where the builders are I'll use Huam. Have the attacking cities at cordoba then if another one have at rio further away means less attack time for them then you could put one at which ever city is east of rio and blah blah Do Not Ever Let Some One Make You Think You Don't Deserve, What you Want
