I waited as long as I could to get in more votes (we only had four this time, decreasing our statistical power), but I could wait no longer.
And the winner is:
Entry 6!

Overall, I have to say that the voting was sketchy at best. Entry 6, the winner, received three votes of "#1" and two votes of "#6". I mean seriously peoeple. How can entry 6 really be the worst overall? I think one of two things happened:
The judges got bored looking at the cities and so the last one on the list got the shaft, or they didn't understand that 6 was the worst and not the best.
I guess the third option is that they are morons, but I didn't want to go there.
The other cities broke down in the following fashion:
#1: City 6
#2: City 3 (tie)
#2: City 4 (tie)
#4: City 1 (tie)
#4: City 5 (tie)
#6: City 2
Designer 6, please pick the next city! Weebo, please reward designer 6 with Pago Pago on his city list!

You had several weeks to vote Clientel. Next time I suggest you put in your 2 (scratch that) 1 cent before the results are finalized!
Personally, I felt like bartsie's design had a reasonably large weakness to the west (using the bomb fact as cover) that many of the game's TOP 5 ORBERS would have exploited. Cseow's design was very solid and had no glaring problems.
