Anybody who cannot figure out how to vote should probably be banned from voting anyways! It's already 100 times easier than when you had to send a private message and justify your selections! 
That being said, I agree that it would be 150 times easier if the voting panel was right beside the city designs. However, given the current forums system, that is not possible at this time.
One way that it could be done given the current setup would be to use the result pages for voting before the results are listed.
For example, take the Cambridge by Makaveli page.
At the start of the competition, Surge could create a page called, Arequipa whatever and post the designs on this page. In the forums he could then announce the latest competition with a link to that page.
Then, people will need to go to this page to see the designs, and they could vote with the poll on the right.
At the end of the competition, Surge could then rename the page to whoever won and simply include the comments made by him or zhantrim under the designs as well as any other relevant info he wants.
Since Surge already does post the designs in the results page, it would probably even be less work for him to do it this way, because rather than make a forum post with all the designs, he could just setup his results page right from the beginning and update it at the end.
This should also be fairly easy for people to figure out. Even those who don't read the forums could then find the latest competition info just by clicking city design in the left hand menu under "community"
